The Commission welcomed the opportunity to respond to the Health and Sport Committee’s call for written evidence on the general principles of the Palliative Care (Scotland) Bill.

We agreed with the general principles of the Bill and that there should be a specific duty of the provision of palliative care, and highlighted the need for NHS Boards to carry out Equality Impact Assessments to assess needs of patients and carers.
