Our recommendations for Wales

Based on evidence collected in Wales and that many of the levers for change are devolved, together with promising work already begun, we have identified four key areas for intervention:

  1. Leadership and Partnerships: A determination to eliminate harassment needs to be shown by leaders. Partnerships that prevent and respond to harassment and share effective practice should be encouraged, including piloting Multi-Agency Risk Assessment Conferences.
  2. Equality duties: The new equality duties are used to prioritise tackling disability harassment.
  3. Safeguarding: A human rights-based approach to safeguarding is introduced by the Welsh Government.
  4. Increasing reporting: we want to see an increase in reporting and call on public authorities to put in place measures to ensure a positive reporting experience and effective support.
