We commissioned this review as part of our remit to map the equalities landscape across England, Scotland and Wales. The report addresses the ten domains of equality identified in the equality measurement framework in the Equalities Review.
Research report 18: Developing an equality measurement framework: A list of substantive freedoms for adults and children (PDF)
This report refines the capabilities list and aids the development of the equality measurement framework. The report's principle aims were to develop a list of central and valuable capabilities for children, and consolidate and revise the existing adults’ list by consulting with other groups that were not specifically targeted in the deliberative consultation carried out for The Equalities Review.

This is a study of locally-based public sector organisations, designed to investigate what equality statistics they collect and use, and the specific uses they make of statistical data in their policies and practices relating to equality, diversity and human rights.

The Centre for Analysis of Social Exclusion (CASE) was commissioned by the Commission to hold an event to consult with key stakeholders on the contents of the list of central and valuable capabilities for children, as part of the continuing development of the Equality Measurement Framework.
