Our measurement framework

The Commission is currently developing a Measurement Framework (MF) in order to provide it with a structure to assess equality and human rights across a range of areas relevant to 21st century life. The MF, which covers England, Scotland and Wales, consists of a number of domains, indicators and measures.

The measures are based on statistical information which allow the relative position of each main equality group to be compared, and for progress over time to be monitored. The MF is based on four major research reports that were commissioned by the EHRC between 2007 and 2010. These studies focused on:

The EHRC is populating the MF with data for some of the groups protected under the 2010 Equality Act, through a combination of externally commissioned secondary analysis and in-house analysis of administrative datasets. A series of MF domain briefing papers based on the latest available data are being published in 2012-13.
