This briefing supports Amendments 5 and 7 to Clause 15, Amendments 92 and 64 to Clause 24, and Amendment 71 to Clause 30. These Amendments are intended to ensure that the powers interfere with human rights only so far as is necessary and proportionate, and are properly authorised.
