This briefing supports an amendment which seeks to improve the accessibility of licensed entertainment premises for disabled people.
The amendment would mainstream disability access considerations into the licensing procedure, encouraging licensees to put in place their own proposals on accessibility and to comply with any conditions imposed by the Licensing Authority relating to accessibility. The ultimate sanction for not doing so could be a revocation of the licence or a refusal to extend. In our view, this would give more teeth to the reasonable adjustments duty and overcome some of the obstacles to enforcement which currently exist.
